Update all the sub-menu navigation bars on the site to make them more intuitive

For example, the navigation tabs under the excel page (Download and access, Reference Guides, etc.) are basically hidden and clients have a hard time locating them without very explicit instructions on the phone. Maybe for all pages like this, we could create multiple tabs that are more obvious and intuitive as a menu bar (on the support page too, for example)
