Allow alerts to be set on a rate of change rather than just nominal value

For example, if expense ratio changes by 10% rather than crossing threshold values. Right now the only one we can do is price and total returns really. Requested by Lane Jones from Evensky and Katz (Pro client with 1 seat for now but huge potential to bring it to his whole office as product improves)

posting this here cause i think the back-end function would be pretty similar...
the ability to set an alert to capture any change in a given metric. extremely useful for analyst metrics, 52 week high or low, etc
