Add 10 year German bond interest rate as a metric

requested by pro client Anastasios Avranas. Looks like we used to carry this but the three different versions of it (yearly, quarterly, monthly) were discontinued and not replaced with any newer ones, although most other country's bonds were updated.

This was replaced with the Maastricht rate after the formation of EU:
