"Annual" and "Never" Rebalancing Options in Model Portfolios

Users would like to add 2 more options for rebalance frequency:
Annual: we would use YTD performance to calc the portfolio level
Never: need a new process here, basically establish start data and a level for each holding then sum them together everyday after accounting for the individual performance
